In regard to welfare assistance, you apparently have no idea why many Lao/Hmong families are still on welfare rolls. If you look deeper you would see the differences. For instance, many Lao/Hmong families on welfare rolls tend to be big families-with too many children-some with up to 10 and more children. With educational level as primary school or lower or none at all what do you expect each household would make per month from non-skill jobs? You need to understand the trade-off of choosing welfare over work and vice versa. At least the employment rewards must be greater than the benefits available from welfare assistance.
Sure, some people are addicted to free money and doing nothing and this is applicable to all ethnic groups.
Turn this issue back to you: If you were in the USA, I doubt that you could be able to find a good job even though you write and speak good English!

Now tell me about what could Lpdr do and achieve after 35 years of obsolute communists' rule? Could Lpdr provide free school lunch to Lao primary school pupils yet? Could Lpdr provides job opportunities for most Laotians? Could Lpdr provide good medical treatments for its people in time of medical needs without traveling accross the Mekong river to seek treatments in Thailand? Could Lpdr pave many roads in Vientiane capital and have light in every main streets in Vientiane at night? My major question to you: When could Lpdr stand on its own feet without begging for donations even though there are too many hydropower dams and other ຊັພໃນດິນສິນໃນນ້ຳ?
I have been through all types of economic situations here,now and before- up and down, but the US will recover and its economy starts to recover albeit moderately for the time being. I am never worry about the budget crisis b/c it happens all the times. Just look back to your Marxist ruled Lpdr, you would see that the government employees have not been paid salaries in a regular basis until today!
And don't worry, although with economic hardship the US would still able to donate some $$$ to Lpdr from time to time, I guarantee that!

Por Siew, you and a handful of your friends are certainly not the sole
economic indicator of the entire USA. You're merely a tiny fraction of
the American statistic. Collectively, the American middle and working
classes are being push back in time. Wages are falling in and jobs are
increasingly hard to find as the corporate America are shipping
factories overseas where there are lower overhead and profit to be
made.
You're a lucky few to have a job at the moment but do not fool
yourself that you're immuned from the current economic woes. The storm
is still brewing and its only about to get worst. The budget crisis is
still looming and the American politicians are nowhere close to come
to any agreement. American can no longer live life like usual, you can
keep up the charade but you're not fooling anyone but yourself.
For the sake of humanity, I do wishes that the American leadership
would pull their heads out of their asses and jump start the once
vibrant American economy. As we are know it, the American super power
status will decline significantly. The US will not be able to afford
to mount anymore lavish show of forces across the global anymore. The
American general public will no longer tolerate the government's
neglect of the American economy and domestic front. The US will
continue on to be a great power but certainly not like before. The era
of John Wayne America is all but over with the current economic
crisis.

In general, the results tend to show that once again, contrary to the
perception that all Asian Americans are the same, there are
significant differences among different Asian groups. For example,
regarding being Not Proficient in English, the results show that
Cambodians, Hmong, and Laotians have the highest rate of lack of
English fluency while Whites have the lowest. That's generally
understandable since a large portion of the Southeast Asian population
are refugees and therefore were not voluntary immigrants like all
other Asian groups. Conventional immigrants usually self-select in
terms of English proficiency while for refugees, immigration is more a
matter of personal survival.
In fact, Cambodians, Hmong, and Laotians have the highest rates of
having Less than a High School education (Japanese have the smallest)
and the lowest rates of having either a College Degree or an Advanced
Degree. Regarding educational attainment, Asian Indians have the
highest rates -- an astounding 64.4% have college degrees while 12.5%
have an advanced degree (a law, medical, or doctorate degree).
It should be apparent by now that Asian Indians tend to have the
highest socioeconomic attainment rates of all Asian Americans and that
conversely, Cambodians, Hmong, and Laotians tend to have the lowest.
For example, Asian Indians are tied for the highest Median Personal
Income with Japanese (with Latinos the lowest, barely below Native
Americans). Asian Indians also have the highest Median Family Income,
more than twice that for the lowest group, Native Americans.
The results also show that while Filipinos have the lowest Poverty
rates, Native Americans have the highest (slightly higher than
Blacks). This reflects the dire situation of many Native Americans who
still live on reservations that offer little employment and
opportunities for socioeconomic mobility. Nonetheless, Cambodians,
Hmong, and Laotians have the highest rate of receiving Public
Assistance (with Asian Indians and Japanese having the lowest).
Asian Indians also have the highest rate of being Married with Spouse
Present while Blacks have the lowest. Whites are the most likely to be
a Homeowner, while Cambodians, Hmong, and Laotians are the least
likely. Asian Indians have the highest rate of being in the Labor
Force, while somewhat surprisingly, Japanese have the lowest.
As further evidence of the high socioeconomic achievement levels of
Asian Indians, they have the highest rate of working in a High-Skill
Occupation, generally characterized as executive, professional,
technical, or upper management (with Latinos having the lowest rate),
and the highest median Socioeconomic Index (SEI) score that measures
occupational prestige among employed workers (while Cambodians, Hmong,
