Laokham,
Well as I said you are being silly!. Your friend, "When I visited the
fox den, I remarked the brand new Toyota Hilux of
some old friend who's head of the department.", is really nobody then. He
has no special knowledge or experience with Oxiana or mining. So why give
him special mention as though he is some special expert? I have friends and
acquaintances I could quote from within Laos as well, they know of the
mining issues but they also don't have any special experience or knowledge
of the Oxiana/mining issues.
Imaginary wealth hey, well I don't know what you are imagining but I am
discussing actual factual figures as reported and audited by an
internationally recognized accounting firm. What are you're jawing about, is
imaginary wealth that you would never realize anywhere in the world under
similar circumstances? The imaginary deferred expenses? That's imaginary,
until you can show us they actually exist somewhere in the annual
reports/accounting.
What is 2400 or more jobs worth and all the spin-off economic
activities? What about the other contributions to the regional and
provincial development funds, what are they worth? Maybe if all Lao were
like you and Pizone, Oxiana or others should have just left them in the bush
with their subsistance crops wondering when and where they can find real
jobs and support their families in an improved consistent manner. Leave the
gold hidden in the ground where it has been for millenia, doing nobody any
good. Then you two would love that because you could continue the old
whining and complaining about how the LPDR doesn't do anything to promote
investment, business and the availabiltiy of jobs.

Yes, we are all silly, could only wish we're half as smart as you are.
Although he's driving a brand new toyota, it does not mean he earned it
from gold mining, and I never said he earned it from gold mining, did I?
You base your argument solely on assumption, wealth on paper. This is
exactly is how it all started. There were smart people like you back then,
waving spreadsheet, convincing the big issara on how much laos will make
money from this. So they jumped on it. Sure they make some, but it's way
below their expection. Supposedly they would reach the
sky, but in reality they only reach the tip of the banana tree ! In
business term, they don't make a crap. This is through their own
admission. So nobody is lying here. It's only you that's lying to
yourself. Maybe, with your expertise in imaginary wealth, you should
give free consultation on how they can maximize their tax collection eh!
The truth is, the money isn't there. Teachers still owed 3 months back
pay. Hospital is still in short supply of medicines and staffs. Many
civil servants still struggle with their livings. That's why corruption
is rampant. When people struggle, corruption become necessity. So look
around with open mind and fact, not imagination. Put down your spreadsheet
for a while and go on field survey, then you will see the truth. I'm not a
business man or tax expert to argue with you. I know
if I'm reach or not is by really having money in my pocket/bank, not
on paper. I know if I have a good salesmen is by having them bring the
money (I mean real money I can spend) to my company, not the kind that
brag about how much I could've earned by waving sales report, projected
sale figures etc. In business term, "show me the money". Those who
bragged, when caught up with reality, they
usually got fired, and I'm seen a lot.
The gold did not help laos the way they expected. That's what I was
saying.
