Basically, Thanouxay's statements are his own and Yong Chanthalangsy's

Therefore I think we should honor his request and let him be himself
(an individual in a non-offical capacity) as Thanouxay and not Yong
Chantalangsy (a non-individual public servant in an official
capacity).
