First of all I'd like to say that I don't think that the ability to
speak Vietnamese qualifies a person as being "smart", after all there
are many many stupid Viets and they speak fluent Vietnamese too!

Now, about your message HL, your message escapes me... Is it not
better to have a smart person in charge os anything (big box or small
box) rather than having a stupid person in charge of it?

great, sharp, insightful minds can only work in a engendering
and NURTURING society where ANY IDEOLOGY goes --- where NO ONE
IDEOLOGICAL BENT is the "correct" one --- where great ideas
are NOT decreed but came as a result of COMPETITION!

if you don't understand that, you are quickly possible are as
"smart" as these highly smart leaders in Laos, China, Vietnam,
North Korea, etc. who speak 5 to 8 languages fluently!
