Even wiht the most totalitarian system, personnality of the one on the
top can change policy,

*** of course. that's absolutely correct: every person DOES
really change things. influence some kind of a change. I do;
you do; the president of LAOS does; the president of Iran does;
and WHERE you are CAN and often time does make a difference,
many times big or just SUBSTANTIAL difference,,,

you and I can, at most, influence some THINKING/HABIT change
in some young people we can still influence, when we come
across them and show them how to deduce things better or more
efficiently,,,

but a POLITICAL LEADER of an entire country DOES get to
implement --- through decrees and through influencing
legislative change --- a lot of things/ideas

INDEED, that's why it is SO CRUCIAL that NO decrees are
made by leaders; that no leaders ascend to their society's
highest office SIMPLY because they BELONG TO THE ONLY ONE
ALLOWED, THE ONLY CORRECT PARTY, only correct THINKING or
ideological bent!

even through semi- to decently competively open pluralistic
systems of governance, MOST of the few ones get to the very
top of the pyramid are rather selfish, greedy, arrogant,
and determined men who have no doubt they know what's not
only "best" for the country but also "waht's wrong" with
others' ideas --- and why HIS are the best ideas,,,, THUS
we end up, more often than not with very selfish, self-righteous
men as political leaders

show me HOW you who have little or NOT say in who becomes
LAOS next politburo or president, show me HOW you could
every hope ---- that is, other than trusting the decrees
of those men --- you would ever hope to change LAOS?

by doing exactly as the "correct leadership" decrees to the
letter?,,, why would following decrees like that get you
anywhere you're not supposed to be but are?,,, fact is, you
won't know, you CAN NOT know, any difference, because your
system does NOT allow NEGATIVE FEEDBACK running through it,,,

neither you NOR a professor in Vientian can make remarks
like that Tehran professor about Iran's government, including
the clerics and the elected politicians, who are, as the
article says, trying to out-manuever the traditional
divinely-inspired idiotic clerics, who are ILL-PREPARED to
rule, because they HAVE NEVER practice the art of open and
competitive politics; and the said professor's friend, the
current president of Iran, and his crowds are ALSO ill-equipped.

that's whta the professor said: the WHOLE SYSTEM, not just
his friend the president or the clerics
