If Lao Government wanted Laonoks back.

Lao Government should initiate, or gesture its willingness to welcome
Laonoks home. ( no negotiation needed )

Government should set up some sort of program or make some sort of
announcement to let or the Laonoks know of its intention.

I would think, if that happened a lot of Lao living overseas would
really consider the return.

When the return happened, the reconciliation will take place. It will
start with their relatives, their communities with the contributions
that Laonoks are bringing back, Laos will be a much stronger nation.

The question is. Will the Lao Government initiate the process?
