I'm afraid your strategy will hit the wall at the US Embassy in
Vientiane. The US Embassy in Laos nowadays is quite informed of
the Lao laws. As Thanouxay stated, Laos prohibits foreigner to
adopt Lao children. So, how will I answer the Embassy if asked,
"well, Mr. Phainam, we know that by law Laos doesn't allow you as
an American citizen to adopt a child in Laos, so how and where do
you get all these adoption documents/decrees from?" I don't know
about you, I probably answer them, "Errrr, Sir, I faked." and run
or jump over the Embassy fence and run as fast as I can...LOL!
