Yes, a single leader is best -- so long as that leadership must answer
to another body of people. That is not the same as obeying the king
because God made him king.

You can say "divine right of Kings, how absurd. Only ridiculous, benighted, old-fashioned people could have believed such a thing". There was of course an element of shoring up shaky thrones in the theory.
But actually on examination it's not so ridiculous. There's only one real counter-example to the idea that one person leads a state, and that's the Roman Republic. Rebellions and revolutions cause great suffering, and usually replace a bad regime with one much worse. (The American revolution was a special case, it was a war of secession rather than a real revolution).
