Thank you for reminding me that I wanted to confirm something with our
Israeli compatriots. AFAIK this freeze is/was not on building *new*
settlements. There have been no new settlements built for quite a
while, and a major source of friction is the speed and expediency with
which the IDF keeps dismantling the makeshift buildings ("outposts")
that the more idealistic settlers put up on empty hilltops every once
in a while. Rather, the freeze is on new building within the footprint
of the existing Jewish villages and towns in the West Bank. No new
"land grabs," but rather an increase in the number of people that
would have to be uprooted if any settlements were to be given away.

Is this a correct understanding?
