Purim is in Adar II, but not because it's the "real" Adar. Rather, to
keep it in proximity to Passover, to create a "redemption season".

The Yerushalmi (Megillah 7, in the Vilna edition) leaves the question
of which one is the "real Adar" open.

WRT Bar Mitzvah, the SA says it's the second Adar, and the Magein Avraham
argues that it's because that's the real Adar. OTOH, Rabbi Akiva Eiger
disagrees.

WRT yahrzeit, the Rama says both should be observed. The Vilna Gaon ties
this to the power of the word, and since both are called "Adar", they
are both Adar.

Bottom line seems to be with the Yerushalmi -- the answer is far from
closed.
