No, that is what 19th century European commentators say so as to
justify the Kollel institution and "supporting avreikhim." Rabbinic
sources say very clearly that Zebulun merely acted as a broker for
Yissachar's wares, and in NO place say Zebulun supported Issachar.
The source that Yissachar supported Zevulun is Bere*** Rabba,
generally considered a rabbinic source, and somewat before the 19th
century. There is also an intimation of a person supporting his
brother in Sota 21a, where reference is made to Shimon, brother of
Azaria, in which the context clearly indicates that the latter
supported the former, which is why, when quoted in the Mishna, the
name is given as "Shimon achi Azariah."
The concept of kollel as it is used today is not 19th, but 20th
century. There was a 19th century institution called a kollel,
established by Rabbi Yisrael Salanter, but it was intended to train
rabbis, was limited to ten students, and to a four-year course of
study. The Chafetz Chaim organized a group to dedicate itself to the
study of Kodashim, arguing that when the Beit Hamikdash is rebuilt,
there must be scholars familiar with its requirements. The current
use of the term is not European, but Israeli and in the past 60 years,
American. Yissachar-Zevulun relationships, however, go back far
beyond that time, as Giorgies has already pointed out.
