The question was whether a deaf male can make a minyan. Those
that permit include: Rav Ovadia Yosef in Yechaveh Daat II 6
(but if there are *only* ten men, the chazzan should recite
the first 3 brachot of the AMIDA out loud); others who
allow a deaf male to be part of a minyan are: Mahari Shteif
239 [since minyan is only rabbinical based on a Tosfot and
ROSH on Brachot 47b]; Nachalat Binyamin Orach Chaim 31. See
also: Rav Herzog in Heichal Yitzchak EH II 47; Divrei Malkiel
VI Orach Chaim 35; Tzemach Tzedek 73; Mishpetei Uzziel Even
Ha'Ezer 89; and many others.
For the last 120 years (since the beginning of schools for the deaf)
the classification of the deaf in halacha has evolved.
