I am not sure why you would want to link to the verse without context.
When I need to link a verse, I use mechon mamre's bilingual Tanach, and
use #12 (for example) at the end of the URL to have the page load
pointing to v12.

I agree, it depends on what you're going to do with it. You could get
DavkaWriter which will include the whole Tannakh and let you create
hyperlinked text and also PDF, plus if it has what the Platinum
version has, it has both the Ashkenazic and Sephardic siddurs. I've
been using it to create something like what you're talking about but
I've only finished Torah so far.
