Identity of Grammarian R.Z.H.?

Further pursuant to my renewed interest in the nuances of deeq-dooq, I
have been reading about the tenua qalla, and in especial the hiriq
qal. There appears to be controversy, involving various authorities
notably the GR"A of Wilna, the Minhath Shai, and someone abbreviated
R.Z.H, reish zayyin double-stroke heh. This R.Z.H. appears to be the
one who coined the terms tenua qalla and hiriq qal. Who is this
R.Z.H., when did he flourish, what works did he author, and where can
I obtain any of his books or essays that might be in print?
Pursuant to the discussion "Deeq-Dooq Question About Schewa" that I
initiated about half a year ago, I discover that the nature of a shewa
under the second letter of a word that follows a waw sheruqa as the
first letter, is in fact a controversy between the GR"A of Wilna and
this same R.Z.H., and that the tiqunnim I cited where such schewa's
are marked as nach are following GR"A rather than R.Z.H.
