The US FDA lists it as a "generally recognized as safe but effective"
antimicrobial agent. For the same reason it stings, the oxidation is
causes causes damage to living tissue. Florine, which has nearly twice
the oxidation potential, is used as floride compoundes in toothpastes
for the same reason.
This is not the reason. Fluorine is a minor, but
important, component in teeth and bones, and the
teeth can absorb some from the toothpaste.
