I think 2) is clearly not the case.

I am puzzled about why you're using as your example "Jews persecuting
the Palestinians".

If you're anxious to use this to show that some group can't be
persecuting another, or to prevent it being used to show that, I'm not
sure that's a terribly helpful approach.

I'm trying to look at your proposal in light of things that others have
said. I'm not necessarily trying to show that the persecution can't
be happening, or even that it is. I'm trying to look at the two
ideas to see where weaknesses lay.

The #2, as I stated it, is what I thought you had been getting at.
I'm wrong; can you restate it?
