I have seen an article which points out that the Greeks,
who were constantly fighting each other, defeated the
Persians. The Greeks had learned the military and
political arts.

The Romans grew stronger as long as they were continuously
fighting someone else. When they got around to fighting
each other, the sides were too large for advancement, and
when subsequent invaders came, they were unable to stop them.
