Whenever I see people visit their loved one's grave, I notice they

This is intended to convey a three-fold message: "You are not
forgotten." "See -- I have been here." and "I have added to your
monument."
your list. As we are supposed to bury our own dead, placing a small
stone provides an opportunity for someone to participate in that,
especially when they may not have been able to at the burial.
