Two thoughts:
1.) Pretty amazing that there wasn't a single Jew on the train who knew what
they were and could have stepped in. There's a potential lawsuit here.
2.) What was this person thinking? As someone who has davened publicly in a
variety of places, including commuter trains, I have to wonder whether he
was so frum he couldn't wait where he was going to do this. Or, in the
alternative, interrupted his prayers to prevent the commotion. I believe
that, halachically, one is permitted to interrupt one's prayers (usually not
to be done) in an emergency. Being accused of being a terrorist would seem
to qualify. He could have said, "I'm a Jew and I'm saying my morning
prayers. Can this wait a moment?"
One time I was traveling at an airport and I had my Israeli Army
Tannach in my backpack. This was in the late 70's. I saw my backpack
being prepared to be loaded on the wrong plane. I walked through the
security points and took my backpack off the loading carrier. No
sooner than I put it on my back I was surrounded and detained by
airport security. An Agent for the FBI at the airport interviewed me
there alone with a local police officer and afterwards B"H they dumped
my backpack out and verified my story they let me go with no charges
filed. Unfortunately for me I missed my flight.
