Suppose 95% would be militant if they had the numbers. Would you say
that we cannot throw out all of them because it`d mean punishing the
innocent along with the guilty ?

Furthermore, if that 5% were decent, they would be willing to leave, to
let israel save itself from the 95%

God was willing to spare Sodom and Gomorrah if Abraham could find as few as
ten righteous men.
