AFAIK that is correct. One must join the Jewish People when it is
_difficult_. Just as converts were not to be accepted during the
reigns of Kings David and Solomon.
One must join the Jewish people at a time that we can be sure it's
because you believe, and not just to be on the winning side.
I believe it is in Yevamos. Josh?
I lack Josh's bredth of knowledge, but it's Yevamos 24b. (I google
dafyomi.co.il to find things in gemara. R' Kornfeld and the Kollel Iyun
haDaf have an outline of every page of the talmud as the "point-by-point"
summary of that page.)
Tosafos (ad loc) explain that this is why Shelomo accepted converts from
foreign royalty, since their joining the Jewish people was not a step
up for them.
However, according to the Rambam (Issurei Bi'ah 14-16) this lead to his
failure. Shelomo (as did Shimshon before him) married a woman thinking
she was a sincere convert, but she still embraced some of her old values.
