If these people are Jewish, why do they need to be converted? If they

The Orthodox often question whether someone is Jewish
according to their interpretations. One can have a
conversion "just in case" a qualification is not met.
The requirements for the Law of Return are different
from the Orthodox ones, but it might be difficult to
demonstrate them in this case.
