I don't think what you're saying is substantially different from what I
said, although one clarification -- in your example the people already
have a taste for ice cream, God's just giving them a path to obtain it. In
the actual God example, he created the taste for ice cream and the sense
of loss in not obtaining the ice cream. Makes it slightly different, but
it's still a type of payment or reward.

If I give a group of kids a treasure map and the first one to correctly
follow the directions finds some candy, and the rest have to watch the
first one eat the candy but they don't get any, is it fair to say that
I've rewarded the one for following directions and punished the others? I
think so, and I think that's a fair analogy for the halachic example as
well.
