No, it's a question of a minuscule handful of Chabad chassidim
insisting that the local mikveh be built to their requirements, which
every other group of Orthodox Jews considers unnecessary. The local
rabbi, OTOH, feels that it should be built in the traditional,
time-honored manner.
While Chabad will go to all lengths for kiruv among the
non-observant (and more power to them), they are totally intolerant of
Torah-observant Jews with a different mesorah and minhagim. (Has
anyone seen a publication of Chabad which speaks favorably about a
non-Chabad luminary, other than in conjunction with his connection to
Chabad?)

I agree. The article Micha pointed to ozes with comptempt for other O Jews.
That group of L has crossed the line away from Judaism.
