That's a different question. This sounds more like the local religious
council flexing their political muscle, or just being petty because Chabad
does not want to use their mikveh. I really don't see the issue here.

We've actually been through this debate, too, a few years ago. Just go
to SCJM at Google Groups and search for "bor gabei" - you'll learn
more than you want to know :-)

AIUI, these Habadniks want to build a mikve that is kosher according
to (nearly) everyone, with two actual mikves connecting and validating
one large immersion pool. You only need one, but there is disagreement
over where it should be positioned, so having two actually results in
a more versatile facility.

Unless Chabad wants the town to pay for their mikveh, why should the local
council care?

It does seem political. The money for this construction comes,
apparently, from the Ministry of Housing and Construction, i.e., the
taxpayers.
