What took so long about it? Any biologist knowing the
water buffalo could have verified that.


It's not so simple. There has to be a tradition passed from
generation to generation that the animal is kosher. And there
*is* a problem with one type of this animal whose upper incisors
(teeth) aren't of the halachic kind [I'm sure Chano can elaborate]

Where does the Torah say anything about requiring a
tradition, OR about the kind of teeth? It clearly
has cloven hoofs, and clearly chews its cud.


The ORAL Law discusses this in the gemara in Chullin 59a (teeth)
and the need for a tradition (Chullin 63b) and this is required
as ruled by the Chochmat Adam 36:1 and the Chazon Ish (YD 11).
To be kosher the animal can NOT have any upper teeth (incisors).

It is more like domestic cattle than the American
bison, which already had been declared kosher.
