IIRC the Rabbis likened embarrassment to death, so the rule 'not to
embarrass' is extrapolated from "thou shall not kill." Someone who knows
their gemara will give you the exact quotes, I expect.

Shulchan Aruch - Choshen Mishpat 420:39 "Whoever embarrasses someone in
public has no share in the world to come."

Thank you. Good. Anything about people who deliberately watch?

If I might use gossip as an analogy... Is the person who listens to
gossip any the less culpable than the person who spreads it? A person
can't be publically shamed if there's no "public" listening or
watching, nu?

She says the insult part is only in the early stages and she watches to see
who wins. Actually, she watches because all her friends watch and it is a
prime topic of conversation. I can't stand I and (are you readying, Cindy?)
leave the room.

To continue with my analogy, then, is it okay to listen to gossip as
long as the person will say something worthwhile later in the
conversation?

FWIW, I also never would watch the old "Gong Show" for the same
reasons. It wasn't fun to see people publically humiliated and
embarrassed, even if they'd set themselves up for it. It made me feel
very uncomfortable.
