Indeed it is rare. But it _did_ happen one other time!
That Ari Z'L says that Purim was the greatest "miracle" in history.
I always wondered why. The Prime Minister wants to kill the Queen's
countrymen. So _he_ gets the chop! What's the miracle?
The answer I came up with is found in the Megillah 4:16 where Esther
instructs Mordechai "Gather all the Jews..." Huh? "...all the Jews"!!
When can you get them to agree? _That_ was the MIRACLE!
Interestingly, just as the unity acheived at Mount Sinai resulted
in the Giving of the Torah, so too the unity acheived in Shushan
resulted in the "reacceptance" of the Torah (Megillah 9:27).
