Papyrus writing exists that far back. Papyrus is not
parchment, but the leaves of the papyrus plant, softened
and glued in a manner to make a writing surface.

As to how to prove a negative, I can only go by what others
have written. Short of a time machine, I cannot go back
to ancient Egypt and see what they had, and neither can you.
The historians and other scholars all agree that parchment
was invented around the time of the oldest Qumran scroll,
and that earlier skin writings were expensive and not too
long lasting.
