I need help with dialing a number in Japan from the US. I know that
the format is 011-81-city code-local number.
But I read that numbers with certain prefixes cannot be dialed from
outside Japan. For those numbers, how do you call them from outside of
Japan? Is there some sort of exchange you have to go through? In my
case the prefix is (0422) and no this is not Saitama.

Hopefully you have already seen The Prophet's post, which answers your question (i.e. chop off the first 0). For the record, the dialling code 0422 is for cities in the western part of Greater Tokyo, including Mitaka and Musashino.
