UNSETTLING POLICY TOWARDS SETTLERS 14217 - Richard H. Shulman

The Israeli government's strategy to expel its own people from the
core of the Jewish homeland in Judea-Samaria is taking on the form of
an undeclared, mostly one-sided war. This war is replete with pretexts
and rationalizations for aggression, false assurances to the public,
divide-and-conquer promises to different settler communities, suborning
settler leaders, insinuating agents provocateurs into settler towns,
and isolating sectors so as to be able to exert maximum strength
against minimal resistance. The Gaza evacuation was the dry run for
this strategy.

How does the government subvert settler councils? One way is to fund
them. In Israel, there are few rules and much discretion. Excessive
discretion encourages abuse, which means control. The councils have
become dependent upon government funding. Even among the settlers,
there are the traditionally servile Jews, used to conforming to
government. And what a government, this collection of non-believers
and self-seeking, shortsighted politicians! So strong is Israeli
secularist hatred of the Jewish religion, though not to other, even
hostile religions, and so strong is the socialist custom of ideological
loyalty, and so deficient is an understanding of democracy, that the
people do not rally around their religion, which gave the world a code
of ethics, as an alternative center of moral authority to that corrupt
and corrupting alienated Jews in Knesset. Perhaps I am being harsh on
the people, who may not have figured out how to exercise their rights
in a society whose police repress those rights and whose media asserts
that this is democracy and whoever objects is part of a vast right-wing
conspiracy to murder prime ministers. (The Left exploited the anguish
over the assassination to cow the Right. The evidence persuades me
that it was part of the well-known but still unpunished Rabin
administration campaign of dirty tricks against the Right, further
exploited by Peres to make what was supposed to be a failed
assassination attempt into a real one and his chance to become Prime
Minister. The secret service subversives remain free!)

One regional council director put in a typical way that I find usually
a cover for inaction, sabotage, or going through the motions. He said
he does not believe in protest but in working behind the scenes with
the government. That's only normal.

What's wrong with normalcy? What's wrong with that is that the
government of Israel is not normal. It is stubborn and neglectful.
Subsidy is its mode, and it enjoys great latitude in dispensing it. In
Israel, the squeaky wheel gets the grease. Government exists almost
solely, as it increasingly is in the US, as a collector to redistribute
wealth from those who have the least to those who need the least or
vote the most. Various Israeli interest groups compete by yelling,
demonstrating, obstructing, and, by the Arabs, of rioting and
threatening to riot.

How can one work out things with the Sharon-Olmert regime? It breaks
its agreements with fellow Jews. These agreements usually are
deceptions to induce compliance, after which the government reneges.
The Supreme Court plays its part in the ruse by ruling that the
government may not comply. There always is US pressure against doing
anything patriotic. Pres. Bush touts democracy and patriotism, but
when Israel resists his demands, he forgets about their sovereignty and
gets them to buckle. So servile is Israel's ruling class, that it
never has investigated how the US gets its way so often and how Israel
could resist. Besides, the ruling class often agrees with the US
philosophically

My Israeli colleague reports that the settlers have figured all that
out, but the major media does not report it. (Some of what follows
comes from Hillel Fendel of Arutz-7). Further, needlessly, and
improperly demoralizing the nation, the government also restricts its
own settlers, rather than crack down on the lawless, Arab non-citizens.
This is the same as in Israel, which suffers general Arab
non-conformance with land purchase, building, taxation, monogamy, and
riot laws and gives Arabs preferences in college application, although
the Muslim Arabs seek hegemony to repress the Jews and Christians.

How does the government isolate settler towns? One way is by shutting
off road traffic to and from them. Another is to fence them in. The
security fences do not so much fence the Arabs out from the Jews as
they fence the Jews apart from each other. In other words, the Jews
are being ghettoized. All this is being done with self-righteous
posturing and denunciation of objectors, but it is nonetheless
antisemitic, and I mean antisemitic, for the government policy is
anti-religious. This is true even though some Jewish religious parties
have joined the Cabinet. They join for the subsidy.

A patriotic government preserving that national patrimony and security
would at least seek out the terrorists, patrol the roads, and encourage
settlers to patrol roads and establish outposts for monitoring roads.
Instead, this lawless government has announced its priority as
demolishing outposts for being - get this - illegal. It bars
Israeli citizens from using quite a few roads in Judea-Samaria. On the
roads open to Jews, the government has checkpoints that delay traffic.
Checkpoints can only keep most terrorists at bay, whereas pursuit of
terrorists could eradicate them up at their source.

At first, Jews sat patiently in their halted cars or accepted
prohibitions on using roads that the government wouldn't patrol and
then barred them from using because the roads were too dangerous. The
result was to make those roads a gift to the terrorists and a
time-waster for settlers. Women In Green resents the government's
cowardly and deceptive strategy. It led a caravan of motorists onto
the banned roads, in protest. It wants to regain access to those roads,
which it finds integral to regaining the Jewish position in the
countryside that the government is forfeiting not for security
considerations as pretended, but by appeasement-minded design.

I fear that this government will continue its policy of clubbing those
patriots. Government policy towards Jewish protestors is club,
threaten, arrest, club some more, hold in preventive detention, and
drag out the trial process, which drags out the internment and empties
out citizens' wallets. Oh, and then tell the world not what happened
but that Israel has a vibrant media and democracy and that the
government enforces the law. To add insult to injury, there is a whole
industry devoted to claiming that the government of Israel, which
actually is conceding to the Arabs, picks on the Arabs. No, it picks
on Jews, not the self-hating ones but the proud ones - proud of their
heritage.
