Republican
U.S. Congressperson and Senator from Illinois.
Speaking about items in the Federal Budget Senator Dirksen was
widely reported
to have said:
"A million here, a million there, pretty soon you're talking about
real money."

"Everett McKinley Dirksen (1896-1969), after eight terms in the
House of
Representatives, upset the powerful incumbent, Scott Lucas, and won
election to
the Senate in 1950. Dirksen became minority leader in 1959, a post
he held until
his death in 1969. Senators regarded him as an eloquent, persuasive
leader, with
a seemingly endless supply of anecdotes, who demonstrated great
tactical skills.
Dirksen's influence was most keenly felt in 1964. Declaring that
racial
integration was "an idea whose time has come," Dirksen supported
cloture to end
the filibuster against the Civil Rights Act, thereby allowing
passage of the
bill. For such reasons, Dirksen's contemporaries deemed him "the
most powerful
member of the Senate." Dirksen was among the first to offer
televised opposition
speeches to the president's State of the Union message."

John Murtha, who is not a rich man, gave his alma mater nearly $100
million last year.
His secret: The money was yours.
Murtha, an 11-term western Pennsylvania Democratic congressman,
quietly slipped his gifts into the huge defense appropriations bill
passed by the powerful House subcommittee he chairs.
"Academic pork" is the name of his game....
Sometimes it's hard to know just what America's political
philanthropists are up to. Leon Haley, top spokesman for the
University of Pittsburgh, Murtha's alma mater, says he knows "almost
nothing" about how the $99,600,000 in grants to the school included
in the 1994 appropriation are being spent.

"Nobody knew what the h-l to do with it," recalls Lawrence Korb, a
former top Pentagon official whose advice was sought by a friend,
the university's president, when Murtha first offered the money.
Most of the money actually is going to Concurrent Technologies
Corp., a subsidiary of the University of Pittsburgh Trust. Both are
nonprofit corporations used to fund academic research by faculty
members and others.

According to a CTC brochure, its research is focused on
metalworking, manufacturing software and anti-pollution systems. CTC
is based in Johnstown, Pa., Murtha's hometown, 80 miles east of the
university's main campus.

Generous senior House and Senate Appropriations Committee members
like Murtha are behind the successes of the universities and states
that have won the most academic pork since 1980.
Pennsylvania is far out in front with an estimated $377,238,000,
....The congressional handouts - called earmarks - are specific
spending orders
by Congress's most powerful figures. They involve outlays not called
for in the
president's budget and generally made without debate on the merits
of the
spending.

Pennsylvania dominates the earmark game because Joseph McDade of
Scranton, another Pennsylvanian enthusiastic about academic pork, is
the ranking Republican on the Defense Appropriations subcommittee
that Murtha chairs. Together, they can steer just about anything
through the House."

J.W. Connolly, retired senior vice president of H.J. Heinz Co. and a

alumnus, was elected chairperson-designate of the Board of Trustees
at the
board's Oct. 21 meeting....
Connolly originally was elected to the Board of Trustees in May 1985

Pitt was the
big winner in the pork barrel competition this year, receiving $70
million in
so-called earmarked federal funding. The University does not need
this type of
publicity...

Democratic National Committee (DNC) delegates to select former
Vermont Gov. Howard Dean as their next chairman.

The endorsement...
signals a rehabilitation of Dean's image in the House and
greatly increases his prospects of leading the party, many
Democratic lawmakers and aides said.
Rep. John Murtha (D-Pa.) is writing letters in support of Howard
Dean.
At Dean's request, Murtha wrote to Pennsylvania's seven delegates to

Rep. Barney Frank is calling Massachusetts delegates on
behalf of his onetime House colleague, former Rep. Martin Frost (D-

former Dallas Mayor Ron Kirk bowed out of the race yesterday evening
and endorsed former Frost.Frost also appears to have the respect of
many of his former colleagues in the House, if not the unvarnished
support. Many said that Frost's obvious command of politics on every
level and understanding of House Democrats' goals would serve him
will as DNC chairman.One Democratic lawmaker who admitted that he
and Frost had crossed swords in the past said that Frost "is just

Murtha's Anti-War Stance Overshadows Abscam Past

(CNSNews.com) - Members of the press have given extensive and
glowing coverage to Rep. John Murtha's criticism of the war in Iraq,
but have overlooked a number of other controversies the Pennsylvania
Democrat has experienced over the past 25 years. This includes his
reported role as an un-indicted co-conspirator in the Abscam bribery
scandal of the late 1970s and early 1980s.

Murtha has denied any wrongdoing, but Cybercast News Service has
learned that one of Murtha's former allies, a Democratic congressman
who served on the House Ethics Committee in 1981 and says he lobbied
colleagues not to censure Murtha, now believes Murtha lied to him
about his role in Abscam.

Since Murtha's Nov. 17, 2005, call for an immediate withdrawal of
U.S. troops from Iraq, one CNN anchor has called him "one of the
most highly respected members of Congress," the Associated Press has
referred to Murtha as "one of Congress' most hawkish Democrats," and
ABC News has noted that he is "a decorated marine who served in
Vietnam."

But a search of the Nexis online database by Cybercast News Service
found only three newspaper articles over the past two months
connecting Murtha with the FBI's Abscam (short for "Arab scam")
sting operation that led to the arrest of several congressmen for
accepting bribes.

According to the Pittsburgh Post-Gazette, "Murtha was one of eight
members of Congress lured to a Washington, D.C., townhouse by a team
of FBI agents posing as representatives of a fictitious Arab sheik.
They handed out briefcases filled with $50,000 in return for helping
the sheik gain residency in the United States."

Noting that Murtha "is not squeaky clean," the Brattleboro, Vt.,
Reformer reported that the congressman "did not take the cash"
offered by the agents. Instead, "he asked the fake sheik to consider
investing some money in his struggling home town, Johnstown."

The Washington Post referred to the incident as "an ethical scrape"
in which Murtha was "named as an unindicted co-conspirator and
testified against two House colleagues."

But, a videotape of a Jan. 7, 1980 Abscam-related meeting involving
Murtha shows that the congressman's rejection of the offered bribe
was less than definite. "I'm not interested. I'm sorry," Murtha told
the FBI agent, but added that he meant "at this point. See Video.

"You know, we do business for a while, maybe I'll be interested,
maybe I won't," Murtha said on the FBI videotape.

The congressman told the undercover FBI agent that he was a member
of the House Committee on Standards of Official Conduct and
acknowledged: "If you get into heat with politicians, there's no
amount of money that can help."

In November 1980, the Justice Department announced that Murtha would
not face prosecution for his part in the scandal. "I did not
consider that any money was offered, and certainly none was taken,"
Murtha told reporters. "The FBI who taped the entire conversation
knows damn well no money changed hands."

Eight months later, the House ethics panel also chose not to file
charges against the Pennsylvania Democrat.

A July 30, 1981, article in the Washington Post quoted a committee
source as saying that several allegations of misconduct against
Murtha were rejected on a "near party-line vote." Since the panel
was made up of six Democrats and six Republicans, seven votes were
needed to file any charges.

Serving on the House panel in 1981 was Rep. Don Bailey (D-Pa.), who
told Cybercast News Service that he was responsible for preventing
the committee from punishing Murtha. "I saved his (posterior),"
Bailey said.

"I worked hard, and I argued," and members of the committee "agreed
with me," Bailey stated. "Part of my argument was that the FBI was
overdoing it and there wasn't evidence that [Murtha] was doing
anything wrong."

In 1982, as a result of congressional redistricting, Murtha and
Bailey were forced to run against each other in a Democratic
primary. Murtha emerged the winner.

In 2002, Murtha's ethics again became an issue in the congressional
election. Bailey issued a public letter, the contents of which have
been published on the Internet and confirmed by Bailey. In the
letter, Bailey admits that his opinion about Murtha's involvement in
Abscam had dramatically changed by 2002.

"I was, to be honest, critical about how you misled me about Abscam
where you convinced me you had voluntarily told federal agents about
the offer of money to you," Bailey wrote Murtha in the letter.

"I learned later, after I had successfully defeated the ethics
charges against you, that you had merely manipulated the system to
cooperate with federal agents to avoid prosecution," Bailey added.

On Jan. 9, Bailey told Cybercast News Service that he now believes
Murtha was "pretty damn stupid" during the Abscam sting.

"The idea that somebody is going to trot out $50,000 in cash in
front of you and you don't know that is wrong is pretty damn stupid
to me," Bailey said. "What bankers or investors run around with
$50,000 in cash?"

Just hours after the July 1981 House Ethic Committee vote sparing
Murtha from charges, E. Barrett Prettyman, Jr., special counsel for
the panel's Abscam investigation, abruptly resigned. At the time,
Prettyman refused to discuss with the press his reasons for stepping
down.

When contacted by Cybercast News Service regarding the
investigation, Prettyman called the Murtha situation "very
interesting," but declined further comment, citing the need to
maintain attorney-client privilege.

Similarly, when Prettyman was interviewed by the Capitol Hill
newspaper Roll Call in 1990, the former special counsel declined to
comment on why he had resigned. But when pressed on whether the
resignation was due to the Ethics Committee's vote on Murtha,
Prettyman said that would be "a logical conclusion."

In his Friday, Jan. 13, response to the Cybercast News Service
investigation, Murtha confined his reply to the controversy
surrounding his military service and did not address the accusations
surrounding Abscam.

"Questions about my record are clearly an attempt to distract
attention from the real issue, which is that our brave men and women
in uniform are dying and being injured every day in the middle of a
civil war that can be resolved only by the Iraqis themselves,"
Murtha wrote in an email response.

"I volunteered for a year's duty in Vietnam. I was out in the field
almost every single day. We took heavy casualties in my regiment the
year that I was there. In my fitness reports, I was rated No. 1. My
record is clear," Murtha added.

Murtha has thus far refused to release his full military records.

'One-man wrecking crew'

Since the Abscam scandal, Murtha has worked to limit the power of
federal law enforcement officers.

In 1997, he spearheaded two measures-one to prohibit non-members of
Congress from filing complaints with the House Ethics Committee, and
another to reimburse members and regular citizens for legal fees if
they are ultimately cleared in a Justice Department probe.

This drew fire from Gary Ruskin, who at the time was director of the
Congressional Accountability Project. "When it comes to
institutional policing of corruption in Congress, John Murtha is a
one-man wrecking crew," Ruskin said.

In response, Murtha argued that the legal fees amendment
would "serve as a warning to the Justice Department to no longer
interpret House rules to suit its own needs."

The Fiscal Year 2005 defense appropriations bill also created
problems for Murtha. He helped write the bill, and it reportedly
contained millions of dollars in federal funding for at least 10
companies represented by KSA Consulting-a lobbying firm that
includes the congressman's brother, Robert "Kit" Murtha, as a senior
partner.

Murtha has denied any wrongdoing, and an Ethics Committee
investigation into the KSA Consulting matter may be conducted later
this year.

'Instantaneous hero'

Anyone who calls for the withdrawal of U.S. military forces in
Iraq "like Murtha and Cindy Sheehan becomes an
instantaneous hero," Cliff Kincaid, editor of the conservative
Accuracy in Media (AIM) Report, told Cybercast News Service,
while "the media regard supporters of the war as fools and dupes."

To many in the media, Kincaid noted, the failure to find stockpiles
of weapons of mass destruction in Iraq "was absolutely convincing
evidence this war was dishonestly sold.

"They're not going to let that happen again. In order to get back at
the administration, they're going to try to undermine the policy
with constant gloom and doom and negative news," Kincaid said......

Meanwhile, Bailey-Murtha's former ally turned antagonist-told
Cybercast News Service that he is not bothered by the establishment
media's decision to ignore the congressman's link to Abscam or any
of Murtha's other troubles.

Murtha may be "a wise old sage" by now, Bailey said, pointing to
what he called Murtha's real area of expertise-proposing "pay
increases in the United States Congress.

"He does that well," Bailey concluded.

PROHIBITING UNDERCOVER INVESTIGATIONS
Mr. WYDEN. Mr. President, today I rise to say the national
antiterrorism
legislation passed by this body is in grave danger of being rendered
useless.
The bill passed by this body corrected an immediate and severe
impediment to the
undercover investigations that must be employed to shut down
terrorism in our
Nation. The antiterrorism bill passed by this body included
legislation
introduced by Senator Leahy, Senator Hatch, and myself that would
untie the
hands
of Federal prosecutors in my home State of Oregon and remove the
roadblocks that
currently all but prohibit undercover investigations
there.Unfortunately, the
antiterrorism legislation passed by the House strips that provision
and rips
back open the enormous loophole that potentially makes Oregon a safe
haven for
dangerous criminals and terrorists everywhere.For
more than a year now, State and Federal prosecuting attorneys in
Oregon have
been legally prohibited from advising or participating in law
enforcement
undercover investigations. Without advice of counsel, law
enforcement operatives
cannot conduct wiretaps, sting operations, or infiltrate dangerous
criminal
operations. Covert investigations in my State have been shut down
for more than
a year. If the Senate does not insist on antiterrorism language to
restart these
investigations in Oregon, the national antiterrorism legislation
will not be
national at all; it will cover 49 States and it will give dangerous
criminals,
including terrorists, not just a license but practically an engraved
invitation
to set up shop in Oregon with little fear of detection or
apprehension through
undercover or covert methods. It would endanger, not just the people
of my State
but all Americans.I wish to explain briefly how this situation came
about. It
started
here in Washington in 1998. An amendment to the omnibus
appropriations bill
started the ball rolling in Washington, DC. A McDade-Murtha
amendment required
Federal prosecutors to abide by the State ethics laws and rules in
the State in
which they work. In Oregon, the State bar association enacted a
disciplinary
rule making it unethical for attorneys to take part in any practice
involving
"deceit or misrepresentation of any
kind."When an Oregon attorney misrepresented his identity to
investigate a
claim, the State supreme court found him guilty of an ethics
violation. The
McDade-Murtha amendment backed that up. It became very clear no
matter how vital
the investigation, no matter how great the need, no matter how
dangerous the
criminals, attorneys-including Federal, State, and[[Page S10677]]
local
prosecutors-are simply absolutely not allowed to take a single step,
not even to
give advice, to help in an undercover investigation. If an undercover
investigator cannot get advice from a Federal, State, or local
prosecutor, that
undercover investigator cannot go forward. It is that simple: no
wiretaps, no
sting operations, no infiltrating or gathering information on any
criminal group
no matter how dangerous their bent or how dastardly their plans... The
terrorists
made their homes in Florida and New Jersey before striking Americans
in New York
and Virginia. I don't want to find 6 months from now that the
terrorists made
their homes in Oregon because this body failed in its resolve to
shut them down
in every State in our country. Leaving one State vulnerable makes
each State in
this country vulnerable.I implore the conferees, and indeed the
Congress, to act
swiftly and judicially to guarantee that our
Federal prosecutors and investigators have these essential tools
that they have
asked us to support on a bipartisan basis so they can conduct covert
operations
that are that are necessary to prevent and prosecute criminals in
terrorist

Rep. McDade Acquitted Of Bribery, RacketeeringPHILADEPHIA
(AllPolitics, Aug. 1) -- An eight-year ordeal came to an end for
Rep. Joseph M. McDade (R-Pa.) after a jury acquitted him of bribery
and racketeering charges. Jurors said the government couldn't prove
its case that the popular 17-term congressman had taken $100,000
worth of gifts and in return steered $53.8 million in Navy contracts
to defense contractors. Prosecutors also accused him of taking fake
campaign contributions, travel and free vacations. But jurors
apparently believed staff aides for McDade who testified that if
gift disclosure laws had been violated, it was their fault. McDade,
they said, didn't handle such details. Defense attorney Sal Cognetti
plans to ask Congress to investigate what he called the Justice
Department's "improper motives" in launching the case, which was
initiated under President George Bush. McDade described the
investigation as "Chinese water torture." "I don't know what (the
case) was motivated by," he told The Associated Press. "It wasn't
motivated by the evidence nor was it motivated by any criminal acts
by Joseph McDade." The trial lasted six weeks, and after
deliberating for about 11 hours, the jury informed U.S. District
Judge Robert S. Gawthrop III they were deadlocked, unable to reach a
verdict. Gawthrop asked them to work some more and within an hour
they returned with an acquittal of all five counts. McDade, 64, has
paid a heavy price. Hospitalized twice during the trial, he has been
diagnosed with Parkinson's disease. Had he not been indicted, he
likely would have been appointed chairman of the Appropriations
Committee, a post he may yet secure if he wins re-election.

"Accusations Against Lobbyist Echo Charges in 70's Scandal

WASHINGTON, April 14 - Back then the commodity in play was rice and
this time, a
criminal complaint alleges, it was oil. But nearly 30 years after
Tongsun Park,
a South Korean businessman, stood at the center of the Koreagate
influence-peddling scandal that rocked official Washington, he has
emerged at
the center of the United Nations' Iraqi oil-for-food scandal -
accused in a
strikingly similar scheme....

In 1977, Mr. Park was charged with 36 counts of conspiracy, bribery,
mail fraud,
failure to register as a foreign agent and making illegal political
contributions. A long investigation found that he had concocted a
scheme, with
the help of high-ranking Korean Central Intelligence Agency
officials, to
collect inflated commissions from sales of American-grown rice to
South Korea,
and to use some of the money to buy support for South Korea in
Congress.

The charges were later dropped, after Mr. Park testified at
Congressional
hearings and in front of federal grand juries. His testimony led to
ethics
proceedings and criminal charges against several members of Congress
and former
members and made him a boldface name in the string of post-Watergate
corruption
inquiries conducted here in the late 1970's.

Now, federal prosecutors in Manhattan say in a criminal complaint
that he was
paid at least $2 million by Saddam Hussein's Iraq for lobbying
United Nations
officials to create the oil-for-food program. That program waived
the economic
penalties imposed after the Persian Gulf war of 1991 and let Iraq
sell oil,
ostensibly to buy aid supplies. The complaint charges Mr. Park, who
is believed
to be in South Korea, only with failing to register as a foreign
agent, as
required by law. He could face up to five years in prison and a
$250,000 fine if
convicted....

"Mr. Speaker, as someone who joined the Marine Corps during the
Korean War, I've always felt strongly about our allies in Turkey. As
we mark the 50-year anniversary of the start of the Korean War on
June 25th, the Turkish military's bravery deserves great praise. The
Turkish Brigade demonstrated superior combat capability and courage
from the moment it entered the battlefield in October 1950 through
the cease-fire agreement of July 1953.
Turkey provided the fifth largest contingent among United Nations
forces-5,453 soldiers at the peak of the war. The Turkish Brigade is
credited with saving the U.S. 8th Army and the IX Army Corps from
encirclement by communist enemies, and the 2nd Division from total
destruction during critical battles in November 1950.
The United Nations' Forces Commander in Chief General Douglas
MacArthur said: "Turks are the heroes of heroes. There is
no `impossibility' for the Turkish Brigade."
No enemy attack succeeded in penetrating the Turkish Brigade, while
British and American forces were forced to withdraw from defensive
lines.
Even though out of ammunition, the Turks affixed their bayonets and
attacked the enemy, eventually in hand-to-hand combat. The Turks
succeeded in withdrawing in continuous combat and carrying their
injured comrades from the battlefield on their backs.
Among the twenty U.N. members contributing military forces in Korea,
Time Magazine praised the Turkish Brigade for its courageous battles
and for `creating a favorable effect on the whole United Nations
Forces.' A US radio commentary in December 1950 thanked the Turkish
Brigade's heroism for giving hope for a demoralized American
nation.
Although the Korean War is often called `the Forgotten War,' partly
because it ended inconclusively with no real winner, the fierce
combat ability of the Turkish Brigade should never be forgotten. The
717 Turkish soldiers killed in action, and the 2,413 wounded in
action, represent the highest casualty rate of any U.N. element
engaged in the fighting. The simple white grave markers in a green
field in Pusan will eternally remind us of the heroic soldiers of a
heroic nation."

it seeks to deny the Turkish genocide against the
Armenian people.

fewer than one in 10,000 recruits. He rose through the ranks to
become a drill
instructor at Parris Island and was selected for Officer Candidate
School at
Quantico, Virginia. He then was assigned to the Second Marine
Division, Camp
Lejeune, North Carolina. In 1959, Captain Murtha took command of the
34th
Special Infantry Company, Marine Corps Reserves, in Johnstown. He
remained in
the Reserves after his discharge from active duty until he
volunteered for
Vietnam in 1966-67, receiving the Bronze Star with Combat "V", two
Purple Hearts

The Washington Post
a conservative Web site Friday quoted Murtha opponents as
questioning the
circumstances surrounding the awarding of his two Purple Hearts.
David Thibault, editor-in-chief of the Cybercast News Service, said
the issue of
Murtha's medals from 1967 is relevant "because the congressman has
really put
himself in the forefront of the anti-war movement."...
Cybercast is part of the conservative Media Research Center run by
Brent Bozell,
but Thibault said it operates independently. He said the unit,
formerly called
the Conservative News Service, averages 110,000 readers and provides
material for Web sites such as GOPUSA.
Former Rep. Don Bailey, D-Pa., who was quoted in the article,
confirmed his account Friday.
In a conversation in the early 1980s, said Bailey, who won a Silver
Star and
three Bronze Stars in Vietnam, Murtha told him he did not deserve
his Purple
Hearts. He recalled Murtha saying: "Hey, I didn't do anything like
you did. I got a little scratch on the cheek."
Bailey, who lost a House race to Murtha after a 1982 redistricting,
said "Jack's
a coward and he's a liar" for subsequently denying the conversation.
While saying he is not bitter toward Murtha, Bailey said the
congressman's
approach to Iraq is "not responsible" and "it just turned my
stomach" to see Murtha acting as a spokesman for veterans.
He said he shared the information with Republican William Choby, who
ran against
Murtha twice in the early 1990s and made the Vietnam decorations an
issue. Choby
raised the issue again during Murtha's 2002 re-election campaign.
The Pittsburgh Post-Gazette, citing Marine records, reported that
year that
Murtha was wounded during "hostile" actions near Da Nang,
Vietnam: "In the first
incident, his right cheek was lacerated, and in the second, he was
lacerated
above his left eye. Neither injury required evacuation." The

"Kodama was a pivotal figure in the notorious Lockheed scandal that
emerged in 1976 when it was revealed that the aircraft giant had
paid the godfather more than two million dollars to influence the
Japanese market away from McDonnell-Douglas and Boeing and toward
Lockheed. To do this, Kodama sent a gang of sokaiya (shareholders'
meeting men) to disrupt a meeting of All Nippon Airways
stockholders. The sokaiya spread rumors of an illegal million-
dollar loan made to the president of the company, Tetsuo Oba, who
had rejected Lockheed's bid for a new fleet of passenger aircraft.
The pressure mounted on Oba, and he was soon forced to resign. His
replacement was handpicked by Kodama, and the new president was more
favorably disposed to purchasing Lockheed's wide-bodied jets. In
1976 Carl Kotchian, Lockheed's president, was called to testify
before a United States Senate committee investigating the Lockheed
scandal. The ripple effect of his shocking testimony reached back
to Japan, spurring the national police to investigate Kodama's
participation in the scandal. Though the police could not uncover
enough proof to prosecute Kodama on charges stemming from the
Lockheed incident, they found that he had evaded taxes on more than
$6 million. The public was outraged by the enormity of Kodama's tax-
fraud scheme. In fact, a distraught young actor who had been a
great admirer of Kodama's attempted to crash a small airplane into
Kodama's suburban Tokyo house.
Kodama survived the kamikaze mission, but his empire was crumbling.
He was indicted for perjury, bribery and violation of the exchange
laws, but was deemed too sick to stand trial. He suffered a stroke
and died quietly on January 17, 1984."

The Official Record
The CIA's first user request in connection with BCCI was from the
Federal
Reserve in 1981, which asked the CIA whether the CIA had any
derogatory
information concerning the Middle Eastern shareholders who were
about to buy
Financial General Bankshares (FGB), which later became First American
Bankshares, through the holding company CCAH. The CIA, after
reviewing its
records, told the Federal Reserve that it had no derogatory
information on the
shareholders, who included Kamal Adham and Abdul Raouf Khalil, the
past and
then-current Saudi intelligence liaisons to the United States.(10)
The CIA did not tell the Federal Reserve that Adham and Khalil were
foreign
intelligence liaisons of the United States, nor did it advise the
Federal
Reserve that both Adham and a third FGB shareholder, Faisal al-
Fulaij, had been
the subject of a Securities and Exchange Commission probe in
connection with
violations of the Foreign Corrupt Practices Act by Boeing and
Lockheed for arms

Clark Clifford had his own long-standing ties to Khashoggi. In 1981,
Khashoggi
took $250,000 from Northrop intended for Saudi Arabian Air Force

demanding the bribe for the general, and then converting it to his
own use,
Khashoggi retained Clifford to represent him in the subsequent
federal grand

PITTSBURGH, May 29, 2002 - In this simulation, a patient with a
persistent cough sees her primary care physician at his office in a
rural community. He performs an X-ray in his office and is concerned
about a possible nodule on her lung. The physician wants an
immediate second opinion, and with the patient present, digitizes
the X-ray film and sends it via personal computer to a cancer
specialist at a nearby community hospital. While viewing the image,
each on their own PC, the two then consult with a specialist at an
academic medical center where the patient had a lung X-ray just more
than a year ago. The two images are compared, and in a matter of
minutes, the three decide the nodule is benign, much to the
patient's relief.
Such will be the scenario that officials from University of
Pittsburgh Medical Center will use to demonstrate how a telemedicine
technology initiative funded by the Department of Defense will
impact the delivery of health care both in the private sector and
within the military. U.S. Rep. John P. Murtha (Pa.-12th), ranking
democrat on the House Appropriations Subcommittee on Defense, will
see the live demonstration at the Showcase of Commerce, an
exhibition of defense contractors being held May 30 and 31 at the
Cambria County War Memorial in Johnstown, Pa., and sponsored by
Johnstown Area Regional Industries and the Greater Johnstown/Cambria
County Chamber of Commerce, Inc. UPMC's demonstration will be

MEDICAL SERVICE IN $8.5 MILLION TELEMEDICINE INITIATIVE
PITTSBURGH, Jan. 22, 2002 - In a benchmark collaboration between an
academic medical center and a branch of the U.S. military,
University of Pittsburgh Medical Center and the U.S. Air Force
Medical Service (AFMS) will work to develop sophisticated
telemedicine technology that will ultimately link specialists in
pathology, radiology and dermatology with outposts at distant
locations around the globe. The partnership, which was made possible
by an $8.5 million appropriation in the defense spending bill for
2002, brings together vast clinical and information technology
expertise and will aid in the recognition and treatment of many
types of medical conditions, including those caused by chemical or
biological agents.
This marks the beginning of what the two organizations hope will
represent a long-term strategic partnership that also will serve as
a national model for improving the nation's health care delivery
system.

Billy Carter (William A. Carter, III) is the brother of former
President Jimmy Carter. In 1978, Carter met with a group of
businessmen who were interested in meeting him and for the purpose
of visiting Libya. The Libyans had advised the group they were
interested in investing in businesses in Atlanta, Georgia. The group
finally got together in Plains, Georgia and extended their
invitation to Billy Carter to visit Libya. A group of businessmen
and some lawyers from the Plains area went to Libya where they were

American pilots and aircraft mechanics, including military veterans,
are flying and maintaining Libyan Air Force planes in an operation
organized by Edwin P. Wilson, a former American intelligence agent,
according to associates of Mr. Wilson. The American flight
personnel, as well as pilots from Canada and Britain, have been
recruited and paid by companies controlled by Mr. Wilson and, at
least since last year, have flown a Libyan fleet of American-made
cargo and transport aircraft and helicopters, the associates said.
One Western pilot recruited by Mr. Wilson said that American pilots
flew helicopters in support of the Libyan invasion of Chad this
year, but the extent to which Western recruits are involved directly
in Libyan combat missions could not be determined. The pilot said he
was paid about $3,000 a month. Coordination in London Some of the
American pilots and mechanics have been recruited in the United
States by other Americans. Most of the operation is coordinated
through a London office that represents several African and European
companies controlled by Mr. Wilson, according to his associates."

RECRUITER FOR PROJECT IN LIBYA SOUGHT PERSONNEL IN ALABAMA

Working under a contract to maintain Libyan aircraft and train
pilots, Edwin P. Wilson, a former American intelligence agent who is
now a fugitive in Libya, sent a retired Army sergeant here this year
to offer $60,000 to $72,000 a year to pilots, mechanics and other
flight personnel if they would work for the Libyan Air Force.
According to several people familiar with the recruiting effort,
Kenneth G. Beck, the Army veteran, returned in July to southeast
Alabama, where he lived before going to North Africa to work for Mr.
Wilson, in an effort to recruit a dozen pilots and other specialists
for Mr. Wilson's Libyan operations. Some of those interviewed by Mr.
Beck said that his main recruiting pitch was that the job was a
chance to earn a lot of money in a short time. It could not be
determined how many Americans Mr. Beck recruited. Only one, Richard
L. Love, a helicopter pilot, is known to have signed on with Mr.
Wilson's London-based company, Western Recruitment Inc., as a result
of Mr. Beck's efforts. Officials at Gatwick Airport at London said
today that Mr. Love and several others left this morning on a flight
to Libya."

notoriety for throwing acid on the faces of women who refused to wear

Hekmatyar's

suffered the same ferocity of jugular violence as Kabul from 1992 to
1996 ***." From 1990-1994 45,000 civilians were killed, 300,000 had

"Moussaoui Says He Was to Hijack 5th Plane

Al-Qaida conspirator Zacarias Moussaoui testified Monday that he and
would-be shoe bomber Richard Reid were supposed to hijack a fifth
airplane on Sept. 11, 2001, and fly it into the White House.
Moussaoui's testimony on his own behalf stunned the courtroom. His
account was in stark contrast to his previous statements in which he
said the White House attack was to come later if the United States
refused to release a radical Egyptian sheik imprisoned on earlier
terrorist convictions.
On Dec. 22, 2001, Reid was subdued by passengers when he attempted
to detonate a bomb in his shoe aboard American Airlines Flight 63
from Paris to Miami. There were 197 people on board. The plane was
diverted to Boston, where it landed safely.
Moussaoui told the court he knew the World Trade Center attack was
coming and that he lied to investigators when arrested in August
2001 because he wanted it to happen.
"You lied because you wanted to conceal that you were a member of al-
Qaida?" prosecutor Rob Spencer asked.
"That's correct," Moussaoui said.
Spencer: "You lied so the plan could go forward?"
Moussaoui: "That's correct."
The exchange was key to the government's case that the attacks might
have been averted if Moussaoui had been more cooperative following
his arrest.
Moussaoui told the court he knew the attacks were coming some time
after August 2001 and bought a radio so he could hear them unfold.
Specifically, he said he knew the World Trade Center was going to be
attacked, but asserted he was not part of that plot and didn't know
the details.
Nineteen men pulled off the Sept. 11 attacks on New York in
Washington in the worst act of terrorism ever on U.S. soil.
"I had knowledge that the Twin Towers would be hit," Moussaoui
said. "I didn't know the details of this."
Asked by his lawyer why he signed his guilty plea in April as "the
20th hijacker," Moussaoui replied: "Because everybody used to refer
to me as the 20th hijacker and it was a bit of fun."
Before Moussaoui took the stand, his lawyers made a last attempt to
stop him from testifying, but failed. Defense attorney Gerald Zerkin
argued that his client would not be a competent witness because he
has contempt for the court, only recognizes Islamic law and
therefore "the affirmation he undertakes would be meaningless."
Moussaoui at first denied he was to have been a fifth hijack pilot
Sept. 11 but under cross examination spoke of the plan that would
have him attack the White House. He said Reid was the only person he
knew for sure would have been on that mission, but others were
discussed.
The 19 terrorists on Sept. 11 hijacked and crashed four airliners,
killing nearly 3,000 people in the World Trade Center, the Pentagon
and on the planes. The intended target of the plane that crashed
into a Pennsylvania field remains unknown.
Moussaoui said he talked with an al-Qaida official in 1999 about why
a 1993 bombing at the World Trade Center failed to bring the towers
down. He said "was asked in the same period for the first time if I
want to be a suicide pilot and I declined."
Just before Moussaoui took the stand, the court heard testimony that
two months before the attacks that a CIA deputy chief waited in vain
for permission to tell the FBI about a "very high interest" al-Qaida
operative who became one of the hijackers.
The official, a senior figure in the CIA's Osama bin Laden unit,
said he sought authorization on July 13, 2001, to send information
to the FBI but got no response for 10 days, then asked again.
As it turned out, the information on Khalid al-Mihdhar did not reach
the FBI until late August. At the time, CIA officers needed
permission from a special unit before passing certain intelligence
on to the FBI.
The official was identified only as John. His written testimony was
read into the record.
"John's" testimony was part of the defense's case that federal
authorities missed multiple opportunities to catch hijackers and
perhaps thwart the 9/11 plot.
His testimony included an e-mail sent by FBI supervisor Michael
Maltbie discussing Moussaoui but playing down his terrorist
connections. Maltbie's e-mail said "there's no indication that
(Moussaoui) had plans for any nefarious activity."
He sent that e-mail to the CIA even after receiving a lengthy memo
from the FBI agent who arrested Moussaoui and suspected him of being
a terrorist with plans to hijack aircraft.
Prosecutors argue that Moussaoui, a French citizen, thwarted a prime
opportunity to track down the 9/11 hijackers and possibly unravel
the plot when he was arrested in August 2001 on immigration
violations and lied to the FBI about his al-Qaida membership and
plans to hijack a plane.
Had Moussaoui confessed, the FBI could have pursued leads that would
have led them to most of the hijackers, government witnesses have
testified.
To win the death penalty, prosecutors must first prove that
Moussaoui's actions - specifically, his lies - were directly
responsible for at least one death on Sept. 11.
If they fail, Moussaoui would get life in prison.

(CBS) A high-ranking al Qaeda detainee told investigators the
intended target of United Airlines Flight 93, which crashed into a
Pennsylvania field on Sept. 11, was the White House.
Government sources said Abu Zubaydah, now in U.S. custody, is
believed to be the source of the information. He is being
interrogated by U.S. officials at an undisclosed location.
Investigators have linked Zubaydah directly to hijackers on board
Flight 93.
United Flight 93 took off from Newark, N.J., and crashed in Somerset
County, Pa.. A recorder on the plane and calls made to people on the
ground indicate passengers fought for control with the hijackers
before it went down.

Officials previously had assumed the White House was a likely
target, but said the Capitol and CIA headquarters in McLean, Va.,
near Washington were other possibilities.Abu Zubaydah is believed to
have played a key role in organizing the Sept. 11 attacks, officials
said. As al Qaeda's top operational planner, he ran the Khalden camp
in Afghanistan, where U.S. investigators have learned many of the
Sept. 11 hijackers trained. This suggests Abu Zubaydah may have had
direct contact with the hijackers and chosen them for training.
He also had telephone contacts with at least one Arab student at
U.S. flight schools, according to a July 10, 2001, memo from a
Phoenix FBI agent.
The CIA, FBI and Pakistani authorities captured and wounded Abu
Zubaydah in a raid by in Faisalabad, Pakistan, in March. He is
believed to have masterminded the failed millennium bombing plots in
Los Angeles and Jordan, and has been linked to failed plots on the
U.S. embassies in Paris and Sarajevo.
Abu Zubaydah was also indirectly linked, through a web of
associations with other al Qaeda members in Europe, to lead Sept. 11
hijacker Mohammed Atta and his cell in Hamburg, Germany. Three
members of the Hamburg cell were suicide hijackers; three others are
still at large. Ziad Jarrah, believed to be the pilot-hijacker of
Flight 93, was a member of the Hamburg cell."

How Do We Know that Iraq Tried to Assassinate President George H.W.
Bush?


The following report appears on the website of the Department of
Justice.

Former President George Bush visited Kuwait between April 14 and
April 16, 1993, to commemorate the allied victory in the Persian
Gulf War. Accompanying Bush were his wife, two of his sons, former
Secretary of State James A. Baker III, former Chief of Staff John
Sununu, and former Treasury Secretary Nicholas Brady.


In late-April 1993, the United States learned that terrorists had
attempted to assassinate Bush during his visit to Kuwait. The
Kuwaiti authorities arrested 17 persons suspected in the plot to
kill Bush using explosives hidden in a Toyota Landcruiser. The
Kuwaitis recovered the Landcruiser, which contained between 80 and
90 kilograms of plastic explosives connected to a detonator ( the
Bush device or Bush explosive device ). The Kuwaitis also recovered
ten cube-shaped plastic explosive devices with detonators (the cube-
bombs ) from the Landcruiser. Some of the suspects reportedly
confessed that the Iraqi Intelligence Service (IIS ) was behind the
assassination attempt.


On April 29, 1993, CIA bomb technicians compared the Bush explosive
device to two known Iraqi explosive devices found in different
Middle-Eastern countries in 1990 and 1991 (the Middle-East
devices ) . The technicians reported that the remote control firing
mechanism in the Bush device was identical to those in the Middle-
East devices. Additionally, the technicians reported that blasting
caps from the Bush device appeared to be identical to those found in
one of the Middle-East devices. The technicians later concluded that
the circuit board from the Bush device also closely resembled
circuit boards from the Middle-East devices.


In early-May 1993, the FBI sent personnel to Kuwait to interview the
suspects and examine the physical evidence. FBI Special Agents,
along with representatives of the Secret Service and State
Department, interviewed 16 suspects, some more than once. Two of the
suspects, Wali 'Abd Al-Hadi 'Abd Al-Hasan Al-Ghazali ( Al-Ghazali )
and Ra'd 'Abd Al-Amir 'Abbud Al-Asadi ( Al-Asadi ), admitted during
the FBI interviews that they had participated in the plot at the
direction of the IIS.


Explosives examiner Jordan also traveled to Kuwait in May 1993 to
examine the Bush device. Jordan examined the main charge, which was
hidden in three panels in the Landcruiser and was capable of being
detonated by remote control, a timing device, or a push-pull suicide
switch. Jordan compared the Bush device to photographs of the Middle-
East devices, as well as other devices, and concluded that the same
person or persons manufactured the Bush device and one of the Middle-
East devices, and that a connection existed between persons
responsible for the Bush device and several other devices, including
the other Middle-East device. Jordan reported these conclusions in a
May 11, 1993 Laboratory report.


Jordan then returned to Washington, D.C., and delivered samples of
the explosives from the Bush device to Whitehurst. Whitehurst
analyzed the explosive from the main charge and concluded that the
substance was approximately 96% RDX, 3% polyvinyl-isobutyl ether
binder, and 1% hydrocarbon oil. As for samples from the cube-bombs,
Whitehurst concluded that the explosive was consistent with an
explosive containing RDX bound with a cross-linked phenoxy or epoxy
binder containing Sudan I dye. Whitehurst reported these findings in
his June 7, 1993, dictation.


Shortly thereafter, Jordan returned to the Middle-East to conduct
further examinations of the Bush device and the Middle-East devices.
Based on these examinations, Jordan reported significant
consistencies in the selection of individual components and
alterations to manufactured items in all of the devices. Jordan
concluded that the similarities represented signature
characteristics. He further reported that the same person or persons
of close association constructed the remote control fuzing systems
and electronic timing mechanisms used in all of these devices.
Jordan also reported that a second person or persons of close
association were responsible for adding wiring and components to the
Bush device and one of the Middle-East devices, enabling those
devices to be incorporated in vehicles. Jordan reported these
conclusions in his June 18, 1993, Laboratory report, in which he
also summarized parts of Whitehurst's June 7, 1993, dictation.


On June 2, 1993, representatives of the FBI, the Central
Intelligence Agency (CIA), and others in the Department of Justice
(DOJ) discussed the results of their investigations with
representatives of the Clinton Administration. Three weeks later,
the DOJ and CIA reported their conclusions. The DOJ and CIA reported
that it was highly likely that the Iraqi Government originated the
plot and more than likely that Bush was the target. Additionally,
based on past Iraqi methods and other sources of intelligence, the
CIA independently reported that there was a strong case that Saddam
Hussein directed the plot against Bush.


On June 26, 1993, the United States launched a cruise missile attack
against a building housing the IIS in Baghdad in retaliation for the
assassination attempt on former President Bush. According to news
reports, the attack killed between six and eight persons and injured
approximately 12 others. On June 27, 1993, Madeleine Albright, U.S.
Ambassador to the United Nations, addressed an emergency session of
the Security Council and provided evidence to support the attack on
the IIS facility."

manhunt continued for Tanzim terrorist Sirhan Sirhan, blamed for the
shooting attack in Kibbutz Metzer on Sunday night November 10th,

Security sources confirmed Wednesday that they suspect that Sirhan, a
resident of Tulkarm, carried out the attack and Palestinian reports
claimed that his uncle was among those arrested on Tuesday by
security
forces. The suspect is related to Sirhan B. Sirhan, the Jerusalemite
who assassinated US Senator Robert Kennedy in 1968. Kennedy was shot
dead in 1968 at Los Angeles' Ambassador Hotel by Sirhan Sirhan, a
25-year-old Palestinian immigrant who said he felt betrayed by
Kennedy's support for Israel in the Six-Day War of 1967. At the time,
Kennedy was a Democratic senator running for president. Israeli
security sources said they believe the gunman in the Kibbutz Metzer
attack is a cousin of the Kennedy assassin, and may have been named
after his infamous relative. The Kennedy assassin is serving a life
sentence in a California state prison. His lawyers have suggested
that
if he was released from prison he could return to the Palestinian
territories. Sirhan has been denied parole 10 times and prosecutors
say his return to Judea and Samaria could further enflame the

on Tuesday vowed to continue attacks against Israeli civilians and

execution of two American diplomats in 1973, a former U.S.
intelligence officer says. James Walsh said he knew of a tape
recording in which Arafat calmly discussed an attack on the Saudi
Arabian Embassy in Khartoum, Sudan. In February 1973 gunmen had burst
into the embassy and seized American Ambassador Cleo Noel and his
charge d'affaires, George Curtis Moore. The Black September terrorist
organization took responsibility for the assault and demanded the
release of Sirhan Sirhan, the imprisoned assassin of Robert F.
Kennedy, and other jailed Palestinians. Walsh, then a member of the
National Security Agency based in Cyprus, said his organization
intercepted a conversation between Arafat and Black September in
which
the PLO chairman ordered the killing of the Americans and a Belgian
diplomat. Walsh told the Israeli newspaper Haaretz that the
conversation was never disclosed by U.S. officials because it would
compromise American eavesdropping resources. Walsh said the NSA had
intercepted a series of phone calls between Arafat and the Black
September kidnappers. Officials in Jerusalem said the United States
had been informed of the conversation through another channel. They
said then-Prime Minister Golda Meir told then-President Richard Nixon
that Israel had also intercepted a conversation between Arafat and
kidnap leader Khalil al-Wazir, in which they discussed killing the
Americans.."

"An Iranian parliamentary delegation in the UAE

The speaker of the federal national council in the United Arab
Emirates UAE Muhammad Khaleifah al-Habtour has met with an Iranian
parliamentary delegation currently visiting the United Arab Emirates
UAE. This meeting which is considered the first parliamentary
bilateral meeting between the two countries, reflects the state of
detente in the relations between the two countries.
The question of the three UAE islands was among the issues discussed
by al-Habtour with the Iranian delegation which included Ala Eddine
Ameer Wajri, Jawad Itaat and Sayed Fadel Mahajarati.
During the meeting, the Iranian side concentrated on the importance
of finding out a peaceful solution for this issue.
Al-Habtour noted that UAE care, in its foreign policy, to pursue the
principles of peace and diplomacy and good neighborhood, adding that
this has been ever stressed by the UAE foreign minister Sheikh
Hamdan Bin Zayed al-Nahyan during his recent visit to Iran.
Al-Habtour also underlined the role that can be played by
parliamentarians to finding out a solution to this matter by either
resorting to the table of negotiations to find out an amicable
solution for the two sides or to the International court of Justice,
investing thereby the positive atmosphere prevailing Iranian - Gulf
relations in particular and Iranian- Arab relations in general."

Saudi
billionaire Prince Alwaleed Bin Talal has been assured that the
planned
Jerusalem exhibit at the Millennium Village of Florida's Epcot Center
would not depict Jerusalem as the capital of Israel as originally
planned.
According to the report, the Disney officials assured Saudi
officials that
the planned exhibit which was to show the accomplishments of the
Jewish
State and the Jewish People was to depict Jerusalem as the capital of
Israel. The planned move was met with threats of an international
boycott
by the Arab League and officials in the United Arab Emirates.
The prince is a nephew of Saudi Arabia's King Fahd and has a high-
profile
international portfolio of investments in banks, hotels,
broadcasting, airlines, computers, cars and real estate.
Prince Alwaleed bin Talal reportedly believes AOL is the `anchor'
of the
Internet. Billionaire Prince Alwaleed bin Talal said Thursday that he

to accept the prince's donation of funds to the relief effort.

"We commend Mayor Giuliani for standing up to Prince Alwaleed and
rejecting his
tainted and forced rationalizations on terrorism and U.S. foreign
policy," said
Abraham H. Foxman, ADL National Director. "We thank the mayor for
sending a
strong message to those who continue to degrade the memory of the
victims of the
World Trade Center attack with inappropriate and opportunistic
comparisons to
suffering in other parts of the world. There can be no moral
equivalency for
terrorism, and Mayor Giuliani, in rejecting the prince's offer, has
made that
completely clear. The mayor's wise leadership in the aftermath of
the terrorist

Prince Alwaleed, after agreeing to commit $10 million to a relief
fund for
relatives of the victims of the September 11 attacks, issued a
statement
criticizing U.S. policy in the Middle East, particularly toward
Israel. "Our
Palestinian brethren continue to be slaughtered at the hands of
Israelis while
the world turns the other cheek," the statement said, in part.
Mayor Giuliani categorically rejected the statement and indicated
that the city
would not accept the donation. "The people who did it (the terrorist
attacks)
lost any right to ask for justification for it when they slaughtered
4,000 or
5,000 innocent people. And to suggest that there's a justification
for it only
invites this happening in the future. It is highly irresponsible and
very, very dangerous," the mayor said.
