FWIU, the perps were teenagers. Some folks may offer that you don't have a death penalty as a deterrent. Ironically, with people like these, it isn't a deterrent. The social scientists will claim that they acted this way because they were brought up poor or under hard circumstances, so society is to blame. While some will cry for their heads, others will be sure that, because of their age, surely they can be rehabilitated. That will only work in a very few cases. In the end, the justice system will only be able to mete out whatever penalties are written in the book. I see many similarities between these problems and those of the late thread on driving woes. The politicians aren't willing to seek change, so ultimately if change is needed, the citizens will have to demand and empower it...
