I was not one.

I figured it would be far from an 'encourage people to save' scheme and instead would see those who could afford to stash 200 a month gain while those who could not afford to save a tenner a month would not enter it.
It's Robin Hood in reverse.

They should have had an income ceiling on it.

I didn't apply either, though i could have at the time. I found it abhorrent that money should be given only to those who could afford to do without it for a time.

It did encourage many people to save who otherwise may not have, but you're right, it should not have been given to those who had no need of it. Now they'll go out and spend it, and I imagine much of it will be wasted on imported goods and foreign holidays. It would be an interesting study to see what it really gets spent on, and how this benefited Ireland in the long run, if it did at all.
