Gives me chills, I can't imagine the horror of hearing or seeing people,
children or not screaming for help and being unable to do anything for

read it on another newsgroup, of a woman who couldn't swim watching her
friends 2 year old drown, she was initially convicted of manslaughter,
appealed and got off. Strange one I thought. It struck me that you'd
have to be some sort of a bollix not to make some attempt to help.
As most people nowadays are given the chance to learn to swim as
a child, there will probably be a good reason why an adult can't
swim. A psychological fear of water and drowning quite possibly.
Perhaps, but some people are sinkers. I and both of my children are. At least, in fresh water. We need to use technique to avoid going to the bottom and have little reserve buoyancy to support another.
