Billions in additional aid sought for Iraq military

WASHINGTON - The Bush administration is seeking billions of dollars in
additional aid for Iraq's fledgling military forces and redoubling
efforts to put on their shoulders more of the burden of fighting the
insurgency.
The administration says that this is the only strategy that will lead
to what President George W. Bush called on Tuesday the ultimate goal
of "victory" there.
His brief comments presaged the first of a series of speeches he will
give beginning today, presenting what administration officials called
a detailed strategy for achieving conditions, agonizingly elusive so
far, that could allow him to begin withdrawing American forces from
the country next year.
"I want our troops to come home, but I don't want them to come home
without having achieved victory," he said in brief comments describing
the speech he will give at the U.S. Naval Academy in Annapolis, Md.
