Sure, but that's not saying that the actual document is great or sucks
one way or the other. "Washington looked to the writing and
approval...," meaning the process, not the constitution.
The process of putting a constitution in place *was* (seen by
Washington as) a magic bullet, no longer. Hence, the glass is half
empty.
