Depends on whether you really do have "reason to believe" or you are
just engaging in ethnic stereotyping.

I dare say you could goad idiots like Jake McCrann, or people who talk
big down the pub, into going beyond talk. All it takes is to listen to
their bragging and send an undercover cop in to offer them a way of
implementing their bravado based fantasies.

Ted Bulpitt might rant about blowing nuns up, but you don't listen to
him doing it and then offer to get him a pound of Semtex in front of his
mates next time he starts bragging. Like as not he'll take you up on the
offer just to save face.

We really don't want that kind of police state in Australia.
If we implement it, the terrorists will have won.
