The above is a small cutting from a much larger discussion of Iran
(below):

Question... Yes they are good but how do you keep them for Iran?
Why are they running away?
.
Thre will always be brain drain from poorer to richer countries. I
read somewhere that 40 percent of the silicon valley's IT workforce
consists of Indian nationals. Frankly, it is not just Third World
nations that drain their brains! to American universities. In
Britain, it is the dream of most underfunded researchers, working in
dismal buildings and with inadequate equipment, to find a berth at a
rich American uni.
It is not completely a bad thing as I personally know of several
Iranian professors in American and European universities who regularly
go back and lecture and participate in conferences in Iran, thus
bringing back some of what they learn abroad.
It is important for Iran to keep up and improve its universities
whilst accepting that a proportion of the bright ones will leave.but
most stay.
More broadly, and probably what you want to hear, improving freedoms
and achieving a better economic environment will help people to stay
and some who have gone to come back.
