European Union foreign policy chief Javier Solana is now expected to
meet Iran's top nuclear negotiator next week, rather than this week as
previously suggested. During the talks Iran may deliver its official
response to an internationally-backed non-declared offer.

Iranian Foreign Minister Manoushehr Mottaki held 40 minutes of talks
with UN Chief Kofi Annan at the UN headquarters as the US and EU say
their patience is running out over a response from Iran on their
nuclear offer.

Kofi Annan, UN Secretary-General said "Obviously we will discuss the
nuclear issue and the situation in the Middle East, in the broader
Middle East generally. I think they are an important player in the
region, they know and understand what is going there, and they are a
player and I would want to discuss that whole region with them."

The Secretary-General also noted that Iran's position was that its
interest in nuclear energy was purely for "peaceful purposes".

Annan added Iran is seriously considering a package of incentives from
key global powers to suspend its nuclear enrichment programme. But he
does not expect an official response before the G8 summit in mid July.

Iran received the proposals on June 6, and Iranian President Mahmoud
Ahmadinejad has said the government will not respond officially until
at least mid-August.

But US Ambassador John Bolton insisted Washington wants a response
before Thursday's meeting in Moscow of foreign ministers of the seven
major industrialized nations and Russia.

Washington's stance was criticized by Moscow.

Vladimir Putin, Russian President said "We will not participate in an
ultimatum which would drive the situation into a dead end and undermine
the prestige of the UN Security Council. We are sure that only
engagement into dialogue, and not the isolation of the particular
states, leads to settlement of the crisis."

Russian is currently building the nuclear power plant in the southern
port of Bushehr. Sources said that work on the 800 (m) million US
dollar contract was on schedule and would be completed in 2007.

Meanwhile, Iran's supreme leader Imam Sayyed Ali Khamenei said his
country was ready to ease international concerns over its nuclear
program. The Imam saw "no use" in negotiating with the United States
however he said "If they recognize Iran right to have nuclear
technology Tehran is ready to negotiate over supervision controls,"

The US administration did not view the comments as Iran's final word on
the issue. The Bush administration has suspended its calls for a tough
UN resolution against Iran, and agreed to hold direct talks with Iran
if it suspends enrichment activities. But it has removed the military
option against Iran.

In a show of force, Iranian state television broadcasted images it said
showed Iran's Defense minister Mohammad Najjar observing tests on a new
range of Defence missiles.

The minister suggested Iran was now among six countries in the world
that had the ability to produce this new generation of anti-missile
shield weaponry.
