In general, dual citizenship is "allowed" in a country, when that
country has no laws that disallow it. Very few countries, if any, have
laws to expressly allow dual citizenship.
In that very sense, Australians are allowed to have dual citizenship
because there is no law there that says they cannot be dual citizens.

That's a widely held misconception, and it was true once. But several
Supreme Court cases have led to that policy being eliminated.
Americans can and do hold dual citizenship now.
