What makes it impossible for rural dalits to insure themselves?
Poverty, lack of awareness, ease-of-access are the the key reasons
The risk of being murdered should be transferred to the local police
department. If the annual increment of policemen had been wiped out in
the district where the 5 dalits were lynched for allegedly killed a cow
Doing this directly will be very difficult. Insurance is an indirect
way of penalising the government for not being able to maintain law and
order.
Anyway, if you notice the government pays out "compensation" in such
events. E.g. Bant Singh got 8 lakh from punjab government recently.
