Urban dalits/non-dalits should "invest" in insurance of life, health
and property of rural dalits. Current insurance laws might need some
change for this.

But seriously, if PratapTambay is really interested in the welfare of
Dalits, I would fully support him. However, I think the issue lies not
in towns, but mostly in rural areas of Bihar, UP, etc where Dalits face
discrimination. The way to go about this, is to change the mindset of
people via the media. i.e. More films, TV shows, etc for the rural
audience, showing that there is no difference between Dalits or anybody
else.
I am sure hundreds of "economic" schemes are brought about by every
idiot politician who wants the Dalit vote, and then the money allocated
to the scheme is looted dry by the same politician, and probably a
couple of his Dalit henchmen.
In many states of India, Dalits are given preferred allocation over the
upper castes, in Universities, Colleges and Government jobs. Many
private companies too have reserved positions for Dalits. Hence, the
Dalit from the town who lived a luxualry life, gets to enjoy these free
benefits, while his poor fellow Dalit in the village, has to undergo
the *real* discrimination.
Hence any program which Government spends money on for the upliftment
of Dalits, has to specifically target Dalits from rural areas, and who
live on low incomes. Unfortunately, people like PratapTambay will only
be concerned about the urban Dalits who probably don't even know what
"discrimination" is all about, and who lived a life of luxuary from
birth. (Some classmates of mine of Indian towns, were such Urban
Dalits, who never knew the meaning of "discrimination", until I
explained what it was like in the rural areas of Bihar, etc).
Hence what is needed, especially from educated people like PratapTambay
who champions the Dalit cause, is to differentiate between the urban
Dalit free-loaders who use the "Dalit cause" for their own selfish
benefit, and the thousands of rural Dalits who undergo the *real*
harship. PratapTambay will do far more good, if he can come with
solutions to help the rural Dalits of states like Bihar, UP, Jharkhand,
etc - i.e. The poor people, who *really* deserve the Indian public's
help....
