This is an excellent idea.

If very good fund managers and very good loan/credit officers could be
hired and pointed towards making money by development at the bottom of
the pyramid, that will help.

Currently I will tell you a simple way of making big money. It will be
understood easily with people who have actuarial background. Invest in
"insurance" all dalits (life, health and property insurance). Since
these are incorrectly priced by life insurance companies, which assume
equal risk for dalit and non-dalit individuals, you are sure to make a
lot of money over time.

The current problem is that many dalits do not have the knowledge and
ability to insure themselves. And the insurance companies continue with
their ostritch behavior.

If insurance premiums factor caste, it is illegal, since it is
discriminatory. So state should re-insure.

One major problem is that there are many poor people in India from all
walks. Giving one group a handout and not another causes lots of
objections. It has to be worked out in advance who gets what and the
who is bound to grow in size while the what slice of the pie is bound
to shrink.
