Counties.(SICASC) This means he assaults victim with small crimes
spread over several counties so victims can't find *one* law
enforcement agency who can substantiate the crime and terror. If the
victim adds up they will say that the *other* crimes does belong to
their juridiction or radius and dismiss the case. The victim because of

the confusion caused by my chemical assault will think the local police

is also involved...meanwhile Gopil will send message to the victim
giving false hint that local police is involved.
