India's CCPA and CCS Approves draft Nuke with US

During the end of the India and US Nuclear deal in Washington the
Indian brief in private said there had been a lot of progress before
and after the Cheney meeting but there were still some "square
brackets" -
A joint meeting of the Cabinet Committee on Political Affairs (CCPA)
and Cabinet Committee on Security (CCS), chaired by Prime Minister
Manmohan Singh. Parnab Mukherjee, Defence Minister A K Antony, Home
Minister Shivraj Patil, Finance Minsiter P Chidambaram, Agriculture
Minister Sharad Pawar, Railway Minister Lalu Prasad and Surface
Transport Minsiter T R Baalu attended the meeting to give positive go
ahead signal to the draft of Indo -US nuke co-operation agreement.
Negotiation in Washington led by National Security Adviser Mr MK
Narayanan on Thursday with Half-hour meeting between the powerful Vice-
president *** Cheney with the Indian team led by National Security
Advisor M K Narayanan, foreign secretary Shiv Shankar Menon, and
India's ambassador to the US Mr Ronen Sen, gave sensory integration to
the political will for negotiations that was turning bleak and weak
over technical issues.
Negotiators resumed for the fourth day an extra day to end the impasse
to clinch an agreement to implement a contentious nuclear deal between
the two countries. Indian team, which was headed home on Thursday
night, extended its stay in Washington DC for extra day after
deliberation had failed to achieve a breakthrough in three days.
.. " Tom Casey, a US State Department spokesman said, that the issue
may drag on.With an optimistic view also said that "I would be very
surprised if you saw someone stand up and say, 'Eureka! We have an
agreement,"' he added.
Covenent holding up the 123 Agreement correspond to reprocessing and
fuel supply logistics, which the U.S has agreed to in principle, but
wants its codification in tune with the Hyde Act. India wants it to
conform to the bilateral July 18, 2005 Agreement that wont be subject
to Congressional whims.
Other Nuclear fuel producing countries were waiting for this deal to
fail,to enable them to supply .
