Laos exists nominally, but does not exist operationally. That is the answer
to your question. The last time Laos was by/for the people of Laos was
during the Lan Xang era (even that had Khmer influence). Since, it has
been a colony of France and almost all of its bordering nations to this
day.
Hmong fought both to protect the Kingdom of Laos and on the side of
communism. Most, if not all, of those that fought for the Kingdom are
self-exiled in America drinking coke. Those who fought with the communist
Vietnamese/Laotions have token, marginal, castrated roles. Why do the
Vietnamese work so hard to oppress and ban import of Hmong influence?
Because since the 1900's, we have been their leaders and examples in
revolting against foreigners. The Vietnamese have become the cruel, cold,
calculating, and colonizing hand that they hated so much when the Chinese,
French, and Americans occupied their country. Somewhere back in their head,
they must fear Hmong will ua rog vwm ntxim thiab li tag. All the rog vwm
originated in Tonkin. Even in 2000, Vietnamese do not venture into Meo Vac
territory.
