LPDR denied detain North Koreans; Now, recognize it

LPDR recently denied news that it has detained 10 North Koreans, but
the South Koreans said, they paid $500 for each head as a ransom. Why
a government have to abduct ordinary people and demand ransom.

I thought only destitute folks and gangs would abduct people and demand
ransom. Government's job is to arrest and fine those who violate the
laws, not ransom?

DENIED is a standard form of response to its crime, and the only
effective way
