Water sports complex expands

VILLAGE OF PLOVER - The master conceptual plan for the expansive water
sports, golfing and housing complex called Centre Lakes was approved by
the Plover Village Board on Thursday night - about four years after the
idea surfaced.

At an open house, color plans of the 725-acre project developed by H20
Development Co. of Plover were unveiled to the public before the
planning commission and village board swiftly approved the project
originally deemed the Aquaplex.

The first major event scheduled for Centre Lakes is the International
University Waterski Championships, with teams from more than 30
countries competing on Labor Day weekend 2006.

By the numbers
Centre Lakes (formerly the Aquaplex)
Area: 725 acres, between Highway B and Shady Drive east of I-39
Cost: $130 million
Attractions: Three manmade lakes designed for water skiing and
snowcross competitions with two 15,000-person capacity grandstands and
a restaurant (construction begins in October)
* Hotel Delta, a 350-room four-story New Orleans style hotel with
90,000 square foot multi-level indoor waterpark and 75,000-square foot
convention center (construction begins March 2006 with grand opening
scheduled for June 2007)
* 18-hole golf course to open in spring 2007 (Tree Acres will be
demolished in 2006 and a new course made afterward)
* 32 fourplexes that amount to 128 second homes for families (built
when contracts with owners are signed)
* 109 lots for single family homes in "gated" community called Village
at Centre Lakes



Between 100 and 150 people compete in the event, and it is expected to
draw more than 50,000 spectators.

An agreement with boat manufacturer MasterCraft will bring 10 skiing
events to Centre Lakes annually.

The first shovel of dirt will be dug for one of the three competition
lakes in October, and facilities for the championships will be
constructed before the hotel or golf course.

For an hour Thursday, the public posed q uestions to developer Scott
Neale of H20 Development Co. and studied the color renderings of the
plan.

Chester Biadasz of Buena Vista lives about 1.5 miles from the project
site and he's eagerly awaiting its arrival.

"It'll be an excellent opportunity for the community," he said.

Based on the plans he saw Thursday night, he said he thinks if
everything progresses as planned, it will help Portage County grow and
bring in revenue through tourism.

When the facility is fully operational - the projected completion date
is June 2007 - Neale said it will bring 600 jobs to the area.

However, not everyone is excited to have a massive water sports,
golfing and housing complex come to the east side of the village of
Plover.

Neighboring town of Plover residents Ray Ackerlund and Mike Haessig
said they still have several concerns about the conceptual plan.

The two and others from the Prainwood housing subdivision that borders
the southern edge of the Centre Lakes site attended ask about high
traffic, sound and intense lighting that might come to their backyards.

Another question mark is the 43 acres north of the subdivision marked
as "future commercial development" on the site plan.

With the exception of a MasterCraft boat dealership on the premises,
Neale said no names are attached to the commercial space, but he
envisions more marine retailers, a convenience store or office space.

Even a month ago, Aquaplex plans called a 411-acre plot, but in the
past weeks, additional landowners joined the project and it ballooned
up to 725 acres to accommodate all of Neale's plans.

A former wireless technology salesman, Neale is an avid water skier and
wanted to create a man-made skiing lake.

"My water ski background was what really brought me in this direction,"
he said.

To fund the lake, Neale learned he would need a major attraction, and
the Aquaplex began to evolve.

Before settling on building in Wisconsin, Neale said a consulting firm
considered sites in Arizona and Tennessee, but the concentration of
water skiers in the Midwest brought the project to Plover.

One of the country's leading water park designers, Robert Nagel of
Architectural Design Consultants Inc., helped draw up plans for many of
the recent Wisconsin Dells indoor parks, and has consulted for firms
across the United States. He said that Centre Lakes' facilities, with
the competition lakes, water park and other features, are unlike any
other development in the country.
