This article surprised me on several levels.
Previous reporting had indicated it was the state
that had lead the Superferry folks to believe they
didn't need an environmental impact report.

This article brings up two new (to me) points.
First, it was both the federal and state
governments that convinced the company; the federal
government coerced the state into assuring *them*.
And second, this article implies that the *company*
should have known better, and that they bear the
full burden.

I've long suspected we've reached the point where,
as private citizens, we are wise to simply assume
that our government has no idea what it is doing.
This article stresses that point to the hilt!

I don't think that we should blame the innocent.

It's pretty plain to almost all, that the ferry
folks have been ignoring this EIS. And ignorance of
the law

last I heard they were told by the Government they
didn't need one. I haven't been following the issue,
has that changed? Are you telling me that the
Governor retracted that she told them they didn't
need one - I remember seeing that on the KGMB9 news.

The governor can lack common sense as well as anyone.
No one claims that she thinks that the Supreme Court is
wrong on it's interpretation of the law.
